Anyhow I followed the steps all the to booting into safe mode and deleting files. But when I tried to start the windows update service in cmd, I have an error stating wuauserv does not start in safe mode. So I ran the troubleshooting again and the previous errors were gone and the issue was fixed. So I reboot out of safe mode, but my pc doesn't reboot normally and I'm stuck at the black screen with the dots frozen.
